Medical licensing in the United Arab Emirates

What are the health licenses required to work in the UAE? What is their Governance?

In this article we will see which are the health authorities responsible for issuing health licenses to practice in the various Emirates.

Governance and licensing

The UAE health system is headed by the Ministry of Health and Prevention (MOHAP) based in both Abu Dhabi and Dubai. This is the responsibility of the various territorial Health Authorities, called Departments. Each of these has its own regulation and provides medical licenses to practice only in their own territory of jurisdiction.


EMIRATE OF DUBAI

Main land

The Dubai Health Authority (DHA) is the competent licensing department in the Emirate of Dubai. DHA is both a regulatory health institution and a service provider, as it also owns and operates the four government hospitals in Dubai. To work as a healthcare professional in the Dubai jurisdiction, you need to obtain a qualification, called a license.


EMIRATE OF ABU DHABI

This emirate also has its own regulatory authority, called Department of Health Abu Dhabi (DOH) and grants health licenses for professional practice throughout the Emirate of Abu Dhabi, including the city of Al Ain.


NORTH EMIRATES:

SHARJAH-RAS AL KHAIMA-UMM AL QUAIN-AJMAN-FUJAIRAH

All these emirates, not having their own regulatory arm, are directly linked to the Ministry of Health of Abu Dhabi.


Although these four authorities have long since unified the professional qualification requirements (PQR) for healthcare professionals, the various attempts made to allow automatic conversion between different licenses, still today this is not possible. A healthcare professional is only authorized to practice in facilities within the territory of the licensing authority. It can be practiced in two different jurisdictions but to do so, you will need to have different licenses. It is also possible, with a specific procedure and after about 6 months of work, to switch the various licenses between them.
